Rachel Jones

Rachel joined JETS as General Manager from the utilities industry, where she spent 12 years focusing on people development, with responsibility for the design and delivery of an organisational wide Learning & Development strategy in her role as Learning & Development Manager. An Associate member of the CIPD (Chartered Institute of Personnel and Development) and a trained coach, Rachel was responsible for supporting career development and training for a wide variety of roles of all levels. She became involved in racing with a part time role with a local trainer whilst at university and developed a keen interest in the sport, taking part in the BHA Graduate Programme back in 2010.

Phil Kinsella

Former jockey and jockey coach, Phil joined the team in November 2015 as Jockey Personal Development Manager.  The role is being funded by The Racing Foundation and forms an important part of the wider Jockey Training & Development strategy which is being implemented to enhance the support network currently available to jockeys by providing a cohesive and holistic programme of professional and personal development for jockeys.

Kate Struthers

Kate works on a freelance basis for JETS handling communications, marketing and PR to ensure the excellent work of JETS is promoted as widely as possible. Kate joined the team in October 2014 and has a range of experience having worked in various roles within the horseracing industry over the past 25 years.

Sheila Bailey (Chair)

Sheila joined JETS in 2024.  With a background in the charity and not for profit sector at both executive and non executive level, Sheila also has significant experience in racing as an owner, Director of both RoR and the ROA and as a BHA steward.  She brings a great interest and experience in developing people both professionally and personally and maximising their transferable skills.

Ben Cooper

Ben is a former professional rugby player with 14 Junior International Caps for Scotland at U17-U20 level, who played both in the UK and in France. He called time on his rugby career aged 23 and after initially working in both marketing and recruitment, Ben found himself moving towards a career in the Technology Consulting sector. He is now Client Director at Indicium AI where he manages a variety of enterprise energy and commodities trading customers from across the globe. He is passionate about supporting athlete transition and helping young sportspeople during what can be a daunting time. During COVID, Ben and two former teammates set up the Boots2Suits podcast, which focused on the transition of rugby players into life after sport.

Lucy Gurney

Lucy held roles at the Jockey Club Rooms and Weatherbys before her current role as Community Engagement Manager for Racing Together, an industry-wide social impact initiative delivered by the charity Racing to School. A lifelong participant in the sport — through time spent in yards, point-to-pointing, and retraining racehorses for second careers — Lucy combines grassroots connection with strategic leadership experience. From 2022 to 2026, Lucy served as Chair of Women in Racing, where she strengthened and expanded its network, coordinated events, led industry-leading research and implementation programmes including Racing Home, and oversaw mentoring and bursary schemes that have made a tangible difference to careers across the sport.

David Stratton

David Stratton is a former jockey with a riding career that included 33 winners and appearances at three Cheltenham Festivals. Following his time in the saddle, David progressed into senior roles within racing as an assistant trainer before moving into the training and education sector. Through Sheldrake Training, he has played a key role in developing apprenticeships and supporting the next generation of racing talent across the industry. In his role as JETS Trustee he continues his commitment to supporting the welfare, development and future careers of professional jockeys.

Paul Struthers

Paul’s career in racing spans more than 25 years. He was originally a betting shop manager before moving directly into racing, where his former roles include promoting racehorse ownership and British-bred bloodstock. He then became the spokesperson for the Jockey Club and Head of Communications at the BHA before taking on the role of Chief Executive at the Professional Jockeys Association in February 2012. He left the PJA in December 2021 and set up the consultancy Moya Sport, one of whose clients became the PJA, and he subsequently returned to the role of Chief Executive in January 2024. Having worked so closely with JETS over the years, Paul is very aware of the value and importance of the services they provide.

Siobhan Watson

Siobhan’s involvement in racing started at a young age as her father was a jockey who subsequently trained. She worked for Juddmonte for 24 years, responsible for their European finances before joining the Injured Jockeys Fund as their Director of Finance in 2019. She joined JETS as a Trustee in 2022 representing the IJF, one of the major funders of JETS.
